The public policy-making is the core of public policy process. Citizen participation in public policy decision is the requirements of the scientific decision-making and the requirements of the development of democratic politics. To guarantee public policy public and valid, citizen involvement is particularly important. With the development of democratic polices in China, government reform in-depth and the reinforcement awareness of civil rights, citizen participation in public policy-making more frequently.
