The Present Situation And Countermeasure Research Of The City Community Public Service Based On The Perspective Of Service-oriented Government

With the rapid development of our country’s economy and society, and the constantly accelerating urbanization process, the city community public service building is being paid attention by other departments. To research the city community public service is good for learning and grasping comprehensively the basic situation of community public services, finding out the problems in the field of the community public services accurately and breaking out the bottleneck that restricts the improvement of public services level. It is also good for further perfecting the community public service system and improving the level of community public service to meet the growing demand of community residents in public service.This article quotes the concept of service oriented government, briefly accounts to the present research of the development of domestic and international urban community public service. Combined with the actual construction of local urban public services, the article briefly comments how city community practiced in making the community tidy, booming community culture, stretching community education, beatifying community environment, strengthening community safety, expanding convenience services and so on. It has analyzed the problems resisted in community public services, for example, the working clue is complicated, the service energy is limit, the personal quality is not high, the professional talents lack, funding input lacks, basic installations are weak, service coverage is narrow, regulation mechanism is defective and so on. I think the main problems resisted in current city community public service are: The division of job functions is unfair, the allocation of manpower resources system is defective, the funding input in community development is not enough, the thought for the importance of community work hasn’t reached a right position and so on. On the basis of deeply comparing and analyzing the advanced experiences in some developed areas such as Tianjin, Shanghai, Chongqing, Fujian, this article thinks that the key point to solve the problems of city community public service at present is to find out the best position for the responsibilities of the government, the street and the community. It hasworked out the concrete countermeasure to break out the problems of the city community public service: order management system and mechanism, scientifically locate job function, perfect talents’ choice and training system, improve the quality of community workers, increase the community funding input, strength the construction of public basic installation, extend the range of public services, strength the supervision to service quality and so on.This article mainly uses surveying and questioning method, data analysis method, and case studying method. With the help of data analyzing method, it analysis the survey data of Jiuquan community public service, compared the data of other provinces or municipalities, we research the countermeasure of Jiuquan community public service. We also research and analysis the actual effect of community public services in developed areas, compared with current service situation in local community, to discuss how to further strength city community public service and provide beneficial reference in building harmonious community for all grades of governments.
