On The Basic Characteristics Of Chinese Deliberative Democracy

In the late20th century, the western academia came up with deliberative democracy theories tocomplete and supplement the traditional electoral democracy which faced contradictions anddisadvantages. And deliberative democracy was put into real practice in some places in the world. In thelate1990s, some scholars in China brought western deliberative democracy theories into Chineseacademic circles and aroused wide concern. In recent years, in the developmental process of ourcountry’s socialism democratic politics, the multi-party cooperation and political consultation systemunder the leadership of the communist party of China is continuously evolving and improving, whichplay a more and more important role in the political life. In the same time, various forms of deliberativedemocracy were put into real practice among some grass-roots units. Basic characteristics of ChineseDeliberative Democracy begin to appear.The unity of history and logic and case analysis are adopted as research methods. Throughsummarizing and concluding the basic characteristics of Chinese Deliberative Democracy, the objectiveof this study is to carry out theoretical consideration on Chinese Deliberative Democracy and to attemptto grasp its law of development on that basis.In the introduction, I outline variety of views on the Chinese Deliberative Democracy arounddomestic and international academic circles, and discuss the realistic necessity and theoretical meaningof the study on this issue. It is pointed out that exploring the basic characteristics of ChineseDeliberative Democracy and concluding its regularity have important theoretical value and practicalsignificance to improvement of Socialist Democracy with Chinese Characteristics.In part I, I examine the nature, concept connotation and characteristics of the western deliberativedemocracy theories on the basis of clarifying general essential connotation and main features ofdemocracy. Then I discuss concept and main content of Chinese Deliberative Democracy, and pave theway for the further analysis on basic characteristics of Chinese Deliberative Democracy.In part II, I systematically elaborate and summarize basic characteristics of Chinese DeliberativeDemocracy on basis of some research results raised by domestic scholars. The thesis discusses theunique features of Chinese Deliberative Democracy formed in the practice from theoretic and practicalperspectives, including consistently adherence to the leadership of the Chinese Communist Party,emphasis on institutionalization and legalization of deliberative democracy development, persisting inthe integration of democracy in both national political system level and grassroots level, persisting inpromoting deliberative democracy development on the basis of the social reality of the primary stage ofsocialism, persisting in mutual promotion of electoral democracy and deliberative democracy, etc. Thethesis points out that there are significant differences between western deliberative democracy andChinese Deliberative Democracy.In part III, I make further reflections on proposing countermeasures to future development ofChinese Deliberative Democracy, which includes improving the ability of leading Chinese people ondeveloping socialist deliberative democracy, improving Chinese Deliberative Democracy system,Democracy within the ruling party promote and drive deliberative democracy on national level andsocial level, cultivating qualified subjects to participate in deliberative democracy through strengtheningcitizen education, reasonable absorbing achievements from western deliberative democracy practice andtheory, etc.The thesis attempt to systematically discuss the basic characteristics of Chinese DeliberativeDemocracy. In the thesis the main innovative points are the study on methods of improving the abilityof guiding people to develop deliberative democracy, the suggestions on improving ChineseDeliberative Democracy.
