The objective of human resource management is to develop one’s potential, exert one’s initiative and creativity as much as possible, and reach both group and individual targets. As for developing and making good use of human resources, a scientific and effective incentive mechanism based on the people-oriented belief should be established, which is essential to form a good situation where talents are born and everyone can perform his or her talents.The key to a government is talents. The talents of party and government are the most direct implementers in administrative management. How to recruit, train and use the party and government talents is an important and arduous work for the party and government organizations, and it is also an important and influential part in the work efficiency of party and government organizations. The constant improvement of the party and government talents incentive mechanism is of much realistic significance for improving the quality the party and government talents, enhancing the work initiative and creativity, and promoting the training of the party and government talents, which can improve work efficiency and promote the transformation of government functions. In recent years, theorists have made some research on the theoretical premise, the basic meaning and principles of the party and government talents incentive mechanism, especially public servant incentive mechanism, and a number of valuable research results have been produced. However, compared with enterprise incentive mechanism and incentive methods, these studies are still not perfect, therefore, it is of some theoretical significance to analyze the party and government talents incentive mechanism and incentive methods systematically, and explore and improve the efficient party and government talents incentive mechanism actively in line with the characteristics of the party and government talents.This paper proposes the policy in four parts to improve the party and government talents incentive mechanism, expecting to make some contribution to creating employment environment where talents can stand out easily. The first part is the overview of incentive theories, giving a brief introduction of the meaning, the type and theoretical basis of incentive as well as the establishment of incentive mechanism in order to understand the relevant information of incentive theory; the second part is the analysis of the party and government talents incentive mechanism current situation, especially the current situation of the public servant incentive mechanism. The relevant theoretical analysis paves the road to probe the perfection of the party and government talents incentive mechanism; the third part elaborates the current situation and problems analysis of Wuhai party and government talents incentive mechanism. This part proposes the target of building Wuhai party and government talents incentive mechanism system by the analysis of the main problems and their reasons in Wuhai party and government talents incentive mechanism. The fourth part proposes the implement suggestions and safeguard measures of Wuhai party and government talents incentive mechanism on the basis of the aforementioned theoretical reasoning.
