The Research On Improvement Of Chinese Energy-Saving Laws And Regulations

In order to improve the human’s living environment and achieve the harmonious unity between human and nature, every nation in the world will treat the sustainable development as their program of action.China is not a country who has plenty of energy, so it is crucial for us to saving energy. After the implementation of Energy-saving Laws, we have been got some success, while at the same time we face a more severe situation between energy supply and energy consumption, and the irreconcilable contradiction between the stage of Chinese economic development and the energy situation.I just from six parts to do my research, the first part is mainly to describe the current energy situation, the second part is to introduce the theory of institutional change , analysis the path factors and the impact of the of institutional change, the third part is a summary of Western countries to improve energy-saving practices and regulations, to guide China’s improved energy-saving regulations, the fourth part is the course and history of China’s energy-saving laws and regulations , the fifth of the problems of present laws and regulations of China’s energy : can not meet development of a market economy the requirements , the new energy is not strong supported for interoperability, energy management system is not clear and so on, the sixth part of the system changes from the point of view to make recommendations, including the introduction of the market mechanism of energy conservation, improve the support of the new methods of energy, strengthen energy management system and so on.This article’s innovation is introducing theory of institutional change into energy-saving changes in laws and regulations ’s study, analysis the changes of China’s energy-saving laws and regulations in the process of the overall changes ,refining the sort of changes the types of relevant factors to support the whole framework, trying to take advantage of this new research framework for a more comprehensive and detailed analysis of China’s laws and regulations to improve the laws and regulations.In the paper, I try to construct a new research framework of improvement the Chinese energy-saving laws and regulations. While, as my academic level is limited, this article still has some defects, for example there still have some shortage of my framework that I attempt to construct in the paper for improving the energy-saving laws and regulations. Only through the further study and research can I solve this kind of defects.
