With the acceleration of the China’s rapid economic and social development and urbanization, social mobility of the people is great. Especially in the urban-rural dual structure, the background of the household registration system to separate urban and rural social groups, population movement in China in large quantities, severe liquidity, more and more families to bring children to work in the city, Migrant children began to spread out the force of this floating population. Equal enjoyment of all rights to protect all children provide a good social environment for child development, healthy growth, development, and a social development of the reserve forces must move. At1992, United Nations Convention on the Rights of the Child "to promote the legislation of the country on children, many of the policies and regulations also began to pay attention and attach importance to the protection of the rights of children and development principles, and the development of the children included in the" Chinese Children’s Development Programme (2001-2010)’In the urban life of migrant children in the development of cracks, than their peers urban residence children face more difficulties and challenges:Families with low economic level, lack of adaptation to survive, the protection of living conditions; original limited social contacts, lack of a good social environment and opportunities to support individual potential is limited; due to diversification of individual lifestyle, behavior and customs, the interaction between the local or neighborhood groups, low degree of social integration; social systems and structures imperfect, the lack of relevant policies, welfare support. However, migrant children who have not the same unique quality:migration afar with his parents, a little more independent, more of a strong; many migrant children have self-development intentions, but also want to take the initiative to try to contact and learn new knowledge, new things.In view of the above mobile children’s own characteristics, as well as the communities in which the social environment and conditions, this paper try to through the use of "social participation","community to accompany ",the two action strategies, carry out a series of activities and support measures to build migrant children social support network. First, to use the action strategies of " community to accompany", through the establishment of the profile of migrant children, companionship, guidance and assist them in developing a personal reading plan, encourage and support them to improve self-awareness, build confidence, and complete the "individual empowerment", the promotion of the migrant children’s individual support network formation; Secondly, to the library relies on migrant children through participation in activities organized by the book room, and gradually found their own interests, to explore their own potential, to participate in enhanced self-confidence, and promote integration with other team members, and thus improve their community support network; Furthermore, by making them participate in activities from the experience and feelings, and then share the experience passed on, open the gap to build community support networks; Finally, to the library as the basis, the use of "Web2.0" development and use of an opportunity to connect resources from all sources, and strengthen links with the society, the social dimension of social support network system.Tight around these activities and measures of "social participation","community to accompany" the action strategies for implementation, each complementary to, not only can enhance the level of participation of migrant children and related groups, to build a good community support, but also for individual children, and others to provide personal support, to promote individual self-identity and group identity, the development of individual potential, improve their social functions, improve the social integration of the community of individuals and groups to the formation of strong, sustainable, stable social support network.
