With the rapid development of electronic information technology in basic industries and supporting industries, the scale of the electronic equipment industry in China has been expanding and the technical level has increased significantly. In the military electronic equipment industry, high and new technology is increasing in our national defense equipment. As large-scale system engineering is growing more and more complex, the scope of military project research has been enlarged, relating to a number of areas. With lager development scale, continuous technical difficulty, shorter and shorter cycle, more and more funds, the uncertainties such as plans, technology, management in the process of its implementation and further risks will continue to increase, leading to appearance and prominence of the issue on the regulation and control in project management and risk management about its reasonableness, standard and effectiveness.The article sets military scientific research project in A corporation as the study object, and studies the lack of military scientific project risk control and the shortage of risk analysis integrated evaluation. On the basis of sorting out models of military scientific research project management and risk management in A corporation and analyzing risk varieties and characteristics of military scientific research project, combining with relative content, information and data in total process, risks are distinguished, analyzed and controlled.Making use of TRIZ creative thinking method, we put forward proper solutions——risk resource database, risk dealing plans, risk analyzing. We take a study on risk analyzing, picking up four1st-level and ten2rd-level risk factors, taking on integrated risk evaluation taking advantage of AHP and ANP.Through risk factor order results using two different methods, using AHP we get rank32rd-level factors——management and deciding ability, quality and technique maturity and management efficiency. However, using ANP we get rank32rd-level factors——quality and technique maturity, task variety and technique advancement. By analyzing ANP deciding method structure, part of2rd-level factors are influenced each other, resulting in obvious up and down changes than using AHP for aiming level. It is more appropriate for risk management presence of A corporation using ANP, making up for lack of criteria of risk rank on possibility and ponderence in national military standard. The main reason is that ANP has concerned about relations between1st-level and2rd-level factors on specific index and has described links among things.Through study of relative theory and application, concerning a series of research results in risk management of military scientific research project in A corporation, it is of practical significance to provide scientific effective thoughts and methods for managing and controlling all kinds of risks in military industry systematically and totally, to offer systematic insurance for smooth realization in all kinds of projects in military industry. Meanwhile, it is of quite important reference for effective risk management in relative industry and field.
