With the powerful pace of reform and opening up in China, especiallyexperiencing more than ten years of rapid growth in the turn of the century, civilorganizations in China have optimized their structure, improved their quality, andbeen formed a situation of development with mass participation orderly and businesscovering widely, and also been one of important forces to promote economicdevelopment and social progress. Currently, civil organizations in China, however,still have some of its constraints and external barriers, coupled with factors due toChina’s particular circumstances, the inextricably linked with government agencies,so the autonomy, independence and voluntary in China’s civil organizations is alwayspoor. Obviously, it will reflect that government agencies played a key role in guidingthe development process of civil organizations.With the promotion of administrative reform and the transformation ofgovernment functions, the power of government should be gradually withdrawn fromsome social field, by changing “omnipotent government” to “limited government”.Civil organizations can not only bear part of the social services, but also share somedifficult problems that government used to solve alone. The experience from reformof western countries and the relative theories, the relationship in the field of publicservice between government and civil organization should be equal relationshipbetween cooperation and competition coexists. Based on the relationship betweengovernment and civil organizations, this essay will investigate the missing aspects ofgovernment accountability to civil organizations on legalization, regulatory,assessment, incentive and so on. This article focuses on the new background with theimportant strategies of deepening administrative reform, building a service-orientedgovernment and promoting the social construction, that’s to say, the governmentshould undertake the accountbility to the further development of civil organizations.This article will be divided into five sections: Chapter1, an introduction to thepaper, it will put forward the issue about this article and explore the domestic andforeign issues related to the first stage of the research situation; Chapter2, it willintroduce the concepts involved in civil organizations and its related Theory; Chapter3, it will describe the development status of government accountability to civilorganizations in China and analyze their predicaments; Chapter4, it will present a general situation of government accountability to civil organizations in othercountries, and analyze that some relatively typical national governments do greatcontribution on the development of civil organizations, and provide internationalexperience and enlightenment for China; Chapter5, it will propose the developmentof civil organizations in the framework of the government assumed accountability forthe design.
