A Study On The Problem Of Mutual Support Pension Of Left-Behind Elderly In Rural Areas

With the development of industrialization and urbanization in China,a large number of young people in rural areas into the city,as a result,the rural labor forces transferred to the city gradually.This phenomenon lead to a large number of elderly people left behind.but the traditional pension modes,such as relying on the land,their own and their families has no longer adapted to the development of society and meet the needs of the elderly.Support for elderly in rural areas has become a social problem,not only involving the elderly and their families,but also the government.The CPC Central Committee and the State Council attached great importance to the development of pension services,revised and promulgated a number of measures to face the crisis.However,in actual operation,although some achievements have been made,there are still many obstacles.These problems affect the development and promotion of the mode of mutual support for the aged,as well as the bottleneck of the development of the rural old-age model in China.Therefore,the analysis of the existing problems has important practical significance.This paper made a special study on S village in Southern Shanxi Province pension problem.Firstly,introduced the related theories,elaborated the conceptions,characteristics of pension and analyzed the necessity and feasibility of the mutual support pension model in rural areas.Secondly,investigated the status,characteristics and the achievements of the model,analyzed the problems and causes in the operation of the model through survey and interviews of S village.The legal guarantee system is not perfect.According to the investigation of S village in Southern Shanxi the author found that the basic system and legalprotection system is not perfect.It is difficult to implement the funds and management models that lead to mutual support for the aged.At the same time,it leads to the distrust of the old aged support mode and the crisis of confidence.Barriers to traditional ideas.The idea of raising a son to prevent oneself from growing old is prevalent.Lack of security funds,the overall gap.The sources of funds are single and vary greatly in different areas.Sufficient funds in the early stage,lack of funds in the late stage.In the early stage,the government allocated funds and raised itself at the end of the village level,which brought enormous economic pressure to the countryside.Development projects are single,limited in form and poorly managed.Pay attention to material life guarantee,neglect spiritual comfort and lack of mutual aid consciousness.Lack of participation in the masses,preaching enough.The infrastructure is relatively weak,the accommodation is poor,the recreational facilities are single,the number of infrastructure is inadequate,and the maintenance of infrastructure is inadequate.Lack of pension technology,lack of professionals,low quality of staff.Finally,in order to improve and enhance the mutual elderly support model in S,some corresponding countermeasures and suggestions were made based on summarizing the advanced experiences and practices of the rural support and mutual elderly support in a domestic setting and abroad,such as: strengthening the system construction,changing the traditional ideas,advocating the concept of mutual aid and capital introduction,strengthening the integration of resources,promoting innovation projects,exploring a variety of form,strengthening propaganda,improving public participation and infrastructure management system,strengthening mutual support and professional training,as well as establishing a mutual aid support related human services mechanism.
