Research On Contemporary Chinese Women’s Participation In Public Policy

China is the country of the socialist system and its state system is people’s democratic dictatorship, of which the essence is people master the country. Of course, citizen participation has become an indisputable fact. Public policies, which related to the people’s life, production and other aspects, are considered to be an authoritative distribution of values for the entire social community by government. There are some steps in process of public policy, including formulation, execution, monitoring and assessment. Citizen participation in these steps has played important roles in the policies’ rationality and democracy."Women can hold up half the sky" as a slogan that be praised by people for a long time. Women’s status has been upgraded in resent years, because of the basic state policy of gender equality issued by government and the national protection of women and children. However, female does not hold up "half of the sky" in political field, not all the women participate in public policy making. Without female participation, the democracy of public policy will become hot air; the harmonious development of the society will be meaningless. As part of the members of the society, women’s right to participation must be protected, their interests must be representative by men and any other groups. Only ensure female full citizenship could they participate in public policy and make decision in policy equally with men. For further, making women hold up half the sky is important to social harmony and stability.In this paper, on the basis of previous studies made by domestic and foreign scholars, I sum up women’s political participation theory and focus on the problem of the contemporary Chinese women’s participation in public policy. There are five sections and four chapters in this paper. The first section is the introduction which sets forth the question briefly, introduces the meaning and the present situation of this research, also puts forward the research methods in this paper. The body of the paper starts from the second section. The first chapter of the body paper is defining the relative concepts, explaining the basic theory, including public policy process theory, citizen participation theory, and women’s participation and so on. The second chapter introduces the way and the present situation of the women’s participation in public policy, respectively from the process of the public policy and the different identity of women. The process of the public policy is divided five steps, including establishment of policy agenda, decision of public policy, execution of public policy, assessment of public policy and monitoring of public policy. I divide women citizen into elite women and ordinary women. The third chapter and the last chapter are the important sections in this paper. I sum up the problems of Chinese women’s participation in public policy process, and try to reveal the deep factors which influence these problems in third chapter. Finally, in the last but not least chapter, I point out the effective measures to improve the level of Chinese women’s participation in policy process, based on the enlightenment of Nordic females actively participation in political field. This article is building the support system, which including respectively the government support, the social support, and the female self support, in order to promote the women’s participation and the women’s development.
