The international community has been increasingly put gender equality as one ofthe important indexes to measure a country’s civilization and the progress of thesociety, a lot of women in politics has been on the agenda. The UN Fourth WorldConference on women " guidelines of action" also requires, women’s politicalparticipation ratio should not be less than30%,"the lowest proportion system" hasbecome the main means to improve women’s participation in politics in manycountries, due to its effectiveness, the current "system of lowest proportion in Europeand other countries have tried to promote, although in the theory and practice, thereare still many disputes, however, its effectiveness is significant. From the practice ofinternational society, all countries which with high proportion of women’sparticipation in politics are the better implementation of “lowest proportion“countries.China is one of the world’s first to put forward the lowest quota system state,although from the view of historical development, Chinese women’s participation ratehas improved, but further away from the lowest proportion of international practice inbusiness on the road. Why? This paper, taking the suffragists as the researchbackground, from the view of lowest proportion to try to find the deep reasons of thecontradictory phenomenon. By learn the methods, the cause of obstacles andsolutions of why implement the “lowest proportion “in European countries, help tounderstand the problem more clearly. From the history, state, policy, supervision,welfare, women themselves six reasons to analyze why China behind, and on thisbasis puts forward related countermeasures and measures to improve the level ofwomen’s participation in politics, and with the aid of administrative legislation,supervisory punishment, education training and other multi-pronged means toincrease the proportion of women’s participation in politics in China, efforts to narrowthe gap between China and the international.
