Since Wilson published "The Study of Administration" and since the administration was taken the academic high degree as an independent subject, the development of administration responsibility theory has been accompanied by the development of administrative discipline and has been slowly evolving. The writing of this paper is to study for this development process, mainly on the historical inquiry about the administrative responsibility in this period of western thought from Carl Friedrich to Robert Denhardt.This period, from Carl Friedrich to the Robert Denhardt, experienced a decline of the old public administration theory, and the bud years and the boom years of the new public management theory, as well as public management theory revealed defects in trying to seek new alternative mode. Therefore, it can be said a microcosm of this period the administrative responsibility of the theory of evolution is the development of new public management movement. The purpose of this paper, the study of the administrative responsibility of the conception of the period, is to analyze the theoretical nature of the responsibility, its basic value proposition, and the reference of the development of the administration from the administrative responsibility of the view of several scholars discussed in this paper. According to the time passage and the theory discussion’s progress, the full text launches the profound analysis each theory viewpoint’s characteristic, and carries on the comprehensive appraisal to each theory viewpoint, through the theory background and the foundation produces by each theory viewpoint.Firstly, the paper talks about Carl Friedrich and Herman Finer that the responsibility of a specific historic landmark debate on the issue. Friedrich show his control preference of subjective responsibility in the debate their point of view. Finer immediately come up with their own reason for Friedrich’s point of view to refute. In such a debate through the article between the two men, we found that they explore a fundamental question is the objective a subjective responsibility to control the pros and cons of the problem. Next, according to the reaction of various scholars for this problem after the specific problem, this paper analyzes three representative views incrementally and structurally. These three viewpoints are efforts to find a balance between the objective nature and subjective nature of administrative responsibility:Marshall Dimock’s subjective and objective responsibility to control their balance; Terry Cooper’s theory of trying to ethics as a point of balance between the two; Barbara Romzek’s theory of showing the personal autonomy of the level of feature classification, simply based on four types of responsibility of the inherent responsibility for external.
