Regulatory Research Of The Dredgers Existing In Xia-Zhang-Quan Regional With New Public Administration Theories

At present, there are a lot of dredgers existing in Xia-Zhang-Quan water area. Unfortunately, most of the dredgers can not meet the current ship’s rules and specification requirements. Therefore, many of dredgers which are low technical condition, or lacking of survey certificate or super trading using, are sailing in the Xia-Zhang-Quan water area. For lacking of survey certificates and manning, many dredgers are not able to get the visa and pass the safety inspection. As a result, the maritime accidents happened from time to time. Therefore, the situation brought a lot of pressure to maritime safety management administration in Xia-Zhang-Quan area. Furthermore, it is also a challenge for maritime safety management administration to implement the maritime public security management. As the authority, the maritime safety administration has strengthened the regulation of dredgers for many years and obtained a certain effect. But, the traditional maritime regulatory model can not solve the history problems from the source. To solve regulatory problems of dredgers, this study adopts theoretical research, visiting investigation, data collection and analysis to carry out the research. First of all, it analyses the foreign maritime regulatory status and the domestic maritime management of dredgers at present situation. By adopting the good management experiences of foreign and domestic maritime regulatory, this research puts forward a new supervision methods for dredgers based on the new public management theory. Second, this research analyzes the present situation and main problems of dredgers existing in Xia-Zhang-Quan water area by collecting and organizing the related data. Finally, it puts forward the new regulatory method to deal with the main problems of dredgers sailing on the Xia-Zhang-Quan water area. And, the method includes maritime responsibilities and services. By doing so, it is hoped that this research will give a beneficial reference for solving the regulatory problems of dredger.
