A Study Of The Elite Role In The Rural Public Goods Supply

The dual structure of rural public goods supply caused a serious supply shortage andirrational structure of the public goods supply, which became one of the main factorsrestricting China’s rural economic development, a serious impact on farmers’ incomeandagriculture and development. The inadequate supply of public goods in rural areas in the"Three Rural Issues", is an unavoidable issue. Increase the supply of public goods as animportant part of the "three rural" issues. The limitations of government supply of publicgoods properties change and farmers demand growth, optimize the supply of public goods inrural areas the need for more prominent. As important sectors of the rural, the rural elite in theself-supply of public goods in rural areas and government-led model has played an importantrole. Based on this, the author went to Guangdong Province in rural areas to conduct fieldresearch, the role of the elite in the supply of public goods in rural areas through the largenumber of cases observed. Rely on their social capital in the supply of public goods in ruralareas, the rural elite, the reputation of the rural elite to promote the collective cooperation ofvillage internal adhesive, the social network in the rural elite channels expressed demand forvillage public goods.Based on the theory of social capital, this paper explain the rural elite social capitalimpact of public goods supply mechanism. Through the model, the empirical analysis,combined cases, verify that the social capital of rural elite to optimize the supply of publicgoods path.The paper first describes and defines the rural elite. Then combined with the case,through the establishment of the elite and the rural interactive model, analyzing the role ofelite reputation in the self-supply of public goods. Secondly, based on field research to collectdata, empirical analysis of the role of the elite social network structure in the supply of publicgoods. Finally, to play the elite to optimize the supply of public goods in rural areas proposals.
