The Study In Supply Of Public Services In Rural Areas Under The Good Governance Theory

The growth of China’s per capita GDP drives a significant increase in supply and demand of public services in rural areas, but the current supply mechanism leading to lagging rural public service supply situation is far from ideal.The supply of basic public services in rural areas is an important way to invited rural residents to share the fruitful development of reform and opening, is to promote the equalization of basic public services and rural, urban and rural structure crack problem, and "urban-rural integration" an important part, but also "CPC Central Committee on deepening reform of the overall number of major issues " of the duties required by the government in the next basic public services. Urgent needs of the people and the development requirements of government of the total rural hope to further increase the supply of public services, the supply structure has been optimized to further improve the supply mechanism and improve supply efficiency. Good governance is a social management process of making the public interest to maximize, the essence is the management of co-operative government and citizens in public life, is the best state of the two. The basic elements of good governance included are transparency, effectiveness of the rule of law, accountability, legitimacy and responsiveness. Moreover, good governance also has a participatory and fairness characteristics, because democracy is to achieve good governance necessary and sufficient conditions.Good governance has been given different meanings in different areas,in the field of public service, good governance emphasizes fairness, participation, responsiveness, effectiveness, transparency and accountability. Without good governance, a country, particularly in developing countries, it is impossible to work with remarkable success in reducing poverty. Therefore, this study take the good governance theory as a whole perspective to analyze the reasons of total supply shortage, inefficiency, lack of funds, put countermeasures to promote the equalization of the supply of public services in rural areas at the existing conclusion on the domestic and abroad achievements. The basic conclusions of this article is achieving convergence of public services in rural and urban areas, and promoting the equalization of public services is the fundamental goal of the reform of public services in rural areas, but this goal can not be achieved by government alone, it needs the participation of multiple subjects, and it needs to build the farmer demand-driven decision feedback mechanism and reform the county to improve the supply capacity of the financial system and to solve the shortage of funds problem, moreover it needs to continuously improve supply efficiency, improve safeguards mechanism to ultimately achieve urban and rural equalization of basic public services and a real good governance.
