Research On Hunan Provincial Government’s Aid In Rehabilitating Disabled Children

Along with the continuous development of economy and society in our country,social security has attracted more and more public attention. In recent years, ourcountry has published a series of social security policies and initially established asocial security system which accords with the situation in our country. As an integralpart of social security for the disabled, rehabilitation of disabled children suffers fixedeyes because its security object owns a double-sized feature of both disability andchildren. Therefore, the previous aid mode of rehabilitating disabled children, whichcharacterized as temporary, relief and charity support, has been unable to satisfy thedemand of social development, a long-term mechanism of helping rehabilitation ofdisabled children need to be established.In this thesis, a systematic and thorough research on Hunan ProvincialGovernment assist with rehabilitation of disabled children has been conducted. Firstand foremost,it introduces the background and significance of the topic, the literaturereview at home and abroad as well as the research methods and research contents.Secondly, this article starts from the theories of four aspects including functions ofthe government, social justice, civil rights and public finance.It performs a soundexplanation on the basis of the government aid with the rehabilitation of disabledchildren, and further discusses the significance of government’s strengthening supportat rehabilitation of disabled children in current period. Then, combining with therelated actual data and available resources, it makes an investigation and studyregarding the current work situation of Hunan Provincial Government’s assistancewith rehabilitation of disabled children,and affirms the preliminary workperformance by Hunan Provincial Government in helping disabled childrenrehabilitation, especially gives a profound analysis concerning the assistant workproblems and causes. Besides, it introduces foreign governments’ practices insupporting rehabilitation of disabled children, and summarizes the advancedexperience of foreign countries. Finally, based on the above theoretical analysis andpractical experience it puts forward countermeasures for Hunan ProvincialGovernment to help rehabilitate children with disabilities. The dissertation’s researchin this aspect will not only provide some advice as reference for Hunan ProvincialGovernment in the next phase of developing work at aiding rehabilitation of disabled children and building a lasting effective mechanism of that, but also help promotepolicy researchers make more thorough study on the government policy of aidingrehabilitation of disabled children.
