The Grass-roots Civil Servants formed the base of the pyramid, they serve the social group directly, undertake heavy responsibility of maintaining stability in basic community and bear the responsibility of active running of Grassroots Regime. Whether the Incentive mechanism of Grassroots Civil Servants is effective is not only related to the working enthusiasm of the grass-root civil servant directly, to the work efficiency in basic administrative department, but also to the stability of grassroots government. The good incentive mechanism can arouse the working enthusiasm of grassroots civil servants effectively; urge them to improve work efficiency, enable them do their own work and server the people better. But in reality,many grassroots civil servants complaint that the motivation mechanism of civil servant did not play its role very well, in view of low salary treatment and unfair position promotion. While The public also complaint the ubiquity of lower quality, unsatisfactory service attitude、sluggish of civil servants. The main point of the paper is just to discuss the reason of the above problems and find out how to resolve them.By taking the grassroots servants in Taikang county Henan province as the research object, and the demands of servants, factors which effect working initiative and evaluation aiming at Civil Servants ’s incentive measures were studied by using questionnaire and interview etc. On the basis of these, this paper analyses the problems of existing motivation mechanism. Creatively propose the necessity of using reputation incentive for grassroots servants in Taikang county. Finally reach the research conclusion that culture environment, system measures and concrete measures which restrict the implementation of reputation incentive by analyzing questionnaires, data and theories and put forward the concrete measures of implementing reputation incentive for grassroots civil servants.
