There are two problems of urban and rural employment in China, which are lack of talent in rural areas and employment difficulty in urban area. The root cause is that there is a large gap between the level of development in urban and, area and in rural area. Now the situation is that a large number of rural labors are transferring to cities, while the urban labors do not want to go to rural area. In order to supply human resources for the new rural building, and to alleviate the pressure on urban employment, Government promulgated a series of policies to guide the graduates to work in the rural grass-roots, University-Graduate Village Officials policy is carried out in such a background. At present, the concept of "balancing urban and rural employment" is getting hotter and hotter, which is related to urban and rural labor mobility. But when it is mentioned, most of people are talking about the rural labors’transferring absolutely, work related to University-Graduate Village Officials is also including in the concept of "balancing urban and rural employment" so I am trying to write this paper on University-Graduate Village Officials in the aspect of balancing urban and rural employment and urban and rural labor mobility.The first part is the introduction part, including paper background, purpose, significance, research methods, and research framework.The second part is an overview of theory and literature review section. First Ⅰ review the conceptions of the keywords of this article, which are University-Graduate Village Officials, urban and rural labor mobility, balancing urban and rural employment, and then combined with this paper I give my own definition. Second, in order to understand the theory of labor mobility paradigm, I make a systematic theoretical system description of labor migration which is including from the basic concepts, motivation, influencing factors, urban and rural labor mobility model. And then from the development process, meaning the causes, problems, and the contrast of the Movemet of Youth to the Mountain and the Countryside, strategy research, summarizes the research achievements of University-Graduate Village OfficialsThe third part is the index system design and research design section. Combining theory and the Central’s twelve-character principle on University-Graduate Village Officials, design four categories of indicators system, which are "Join well""Stay well","Work well", and "Flow well" to be the basic overall framework of researching University-Graduate Village Officials rural-urban migration and its impact factors. In order to fall into the details of research, this index system set up for each category a number of sub-indicators. Research is based on the investigation of Wenjiang University-Graduate Village Officials. Questionnaire and interview survey are both put to use. Considering of that, students learn more about the area University-Graduate Village Officials work life and its influencing factors. Meanwhile, because Wenjiang’s work on University-Graduate Village Officials is forward-looking, extraordinary, and maybe lack of representativeness, in order to reflect the actual situation more comprehensive, I also collect University-Graduate Village Officials samples outside of Chengdu in Sichuan through the network in the form of the questionnaire, to be aid research data.The fourth part is designed based on the indicators system of University-Graduate Village Officials’urban and rural labor mobility and to carry out empirical research and analysis. Among them, the indicators system of University-Graduate Village Officials "join well" is the key premise of the work and also the focus of research and writing. To detailed introduce and analyze it, the indicator system is divided into two parts, which are driving-indicator system and resistance-indicator system, each being described in one partition. Driving-indicator system consists of seven sub-indicators, like employment pressure, serving the new rural construction, professional match, enjoying preferential policies such as the offical-entering exam:while resistance-indicator system consists of six sub-indicators, for example, family’attitude, working condition, living condition. Firstly. I take Wenjiang’sample as the main object, the "other area" sample as auxiliary information to describe and analyze each sub-indicator respectively. Secondly, do comparative analysis of the influence of different sub-indicators in Wenjiang’s survey. Finally, compare Wenjiang’s cruising data and the "other parts" cruising data to explore the regional differences in the value of each index."Stay well","Work well" and "Flow well" are also described and analyzed in the same framework.The last part is about revelations and policy suggestions On the basis of empirical research draw inspiration and policy recommendations. The following points are included:first, to innovate the concept of urban and rural employment flow innovation, which should assimilate University-Graduate Village Officials; second, for transiting the students to University-Graduate Village Officials and ensuring "Join well", I suggest completing and innovating recruitment mechanism, guiding students to work in rural grass-roots. Third, for ensuring "Stay well", I suggest improving and implementing the compensation mechanism to protect the basic living standards and working conditions in order to enhance the living standards. Fourth, for ensuring "Work well", I suggest improving the training system, the performance and incentive systems to maximize University-Graduate Village Officials’talent advantages. Fifth, ensuring "Flow well", I suggest encouraging University-Graduate Village Officials flowing within rural areas, implementing preferential employment policies within the system to create University-Graduate Village Officials’employment information platform Finally, it is pointed the reducing the urban-rural gap is the fundamental way for the orderly flow of University-Graduate Village Officials.
