This study discusses the role of the government in the non-public economicdevelopment and research the direction of the improvement that the governmentperform their duties,through problems of the non-public economic developmentin Shanghai and the reality of government performance in the present situation.The first chapter describes the significance and background of researching thenon-public economic development of Shanghai, including current research andresearch ideas; the second chapter describes the Functions of Government; thethird chapter focuses on the non-public economic development of Shanghai,including development of the non-public economy, the total structure,characteristics and status, and the current gaps and issues; Chapter Ⅳ analyzesthe current role that the government play in the promotion of non-publiceconomy in Shanghai; Chapter Ⅴ presents the current problems of governmentfunctions; Chapter Ⅵ gives opinions and suggestions of the role of governmentin the non-public economic development. Through the research of the role of government in Shanghai’s non-publiceconomic development,the study proposes how to eliminate the administrativebarriers to the government, change management policies and measures.It hasextremely important practical significance of solving the practical obstacles ofnon-public economic development and creating a good environment fornon-public economic development.
