With260million families involved, China has some83million disables, thenumber of which is still growing. The great variety of their disabilities and the largenumber taken into consideration, the handicapped is, supposedly, among one of thegroups that is badly in need of help and worst marginalized. As the living conditionsand social welfare for the handicapped here in China are far from perfect and thedisabled themselves are, more often than not, regarded as social outcasts, they, as agroup is posing a threat to social stability. Thus, the protection and support of theirlegal rights are becoming more and more important.Present paper first introduces the theoretical background of social exclusion andsocial support of the handicapped suggesting that social support is the basic steptowards the elimination of social exclusion. Then, through researches, interviews andpersonal investigations, the author analyses the causes and origin of the socialexclusion from which the disabled suffer in Quanzhou, inquires into the support givento them by their families, government, NGOs, enterprises, etc. and explores theproblems which confronting them in drawing popular support. Finally, the authorpoints out that a proper way of solving the existing problems is to build up a socialsupport network for the disabled. And to ensure the quality of the service, the networkshould be sponsored by the government and backed up by communities, NOGs andvolunteers.
