The probe into values and contemporary Chinese values has become increasingly widespread for a long time. What is the value? What is its origin? What kind of values are more in line with the needs of modern people? What is the value status quo of the younger generation, the dominant force in the future China? Can the traditional Chinese values promote the sustainable growth of the economy more effectively in the knowledge-based economy era? In the upcoming era of civil politics, are the values of ordinary young crowd ready for it? Can Chinese embrace democracy in the true sense? From the questionnaires collected from contemporary three youth intergenerational (70s,80s,90s) samples and interview data obtained by the author, this article answered the above questions with empirical methods. From the angles of Epistemology and Methodology, this article queried and refuted the theory of Maslow, Inglehart et al by the detailed data, meanwhile, the author puts forward his own views about historical materialism methodology. The theory of this article explains the status quo of the values of contemporary ordinary young Chinese, and first time proposes the concepts of "Behavior lock-in effect" and "Yuzecheng values". By referring to academic reports and empirical data, the author demonstrated some limitations of some traditional Chinese values and the mainstream economic theory in the knowledge-based economy era. Based on papers and latest theories, the author put forward the criticism and reflections about the theory of modern public administration and the values behind it. Personal views about Chinese values and their construction are set in the context of the knowledge-based economy, the approach with change in cultural values.
