Studies On The Government Response Mechanism Of The Public Crisis Governance In China

At this stage, China is in the process of economic transition and social transformation. The China government is facing the threaten of frequent public crisis, which results in government decision-making environment of increased uncertainty, the risk of people are not yet mature enough to withstand psychological, network, mobile phones and other new media technology, information dissemination management appears to have faced unprecedented challenges, many reasons to become a public crisis management, public management of important government functions. With the reforming of government, government’s response to public interest as a government base on the principle of maximizing the social and public demands and expectations for institutional integration of an interactive process has become increasingly aroused academic and our government attention. From the government’s response mechanism and the related concepts of crisis management, started to governance theory, theory of citizen participation, public service theory and mechanisms for building theory as the theoretical basis of this paper, by improving the public crisis management mechanism in the government’s response to the proposition that, then public health emergency response of my government as an example, mainly around the government in response to "atypical pneumonia" cases in the performance of the Chinese government in response to public crisis management mechanism in the current situation, focus of the government’s response mechanism in problems and causes, and finally, changing ideas, reform institutions and promote citizen participation, perfect the relevant system recycling process, strengthen supervision, and several were illustrated in our public crisis management mechanism for the government to respond to build countermeasures.The thesis is divided into five chapters:Chapter Ⅰ is an introduction, outlining the research background of this article and significance, literature review, research methods and this may be an innovation.Chapter Ⅱ of the public crisis management mechanism in the government’s response to this subject in the related concepts were analyzed, including the government’s response mechanism, public crisis, and the theoretical basis for governance theory, citizen participation theory, public service theory and mechanisms for building theory are described.Chapter Ⅲ is the Chinese government to respond to public crisis management mechanism in the current situation, highlighting the existence of problems and analysis of public crisis management mechanism in the government’s response to the causes of problems, including the concept of lack of government services, administrative system is not reasonable, citizen participation and inadequate systems.Chapter Ⅳ is the study and analysis based on the proposed improving the management of public government response mechanism.Chapter Ⅴ is the conclude which concludes the last part of the paper, a summary of the paper, and future research directions are discussed.
