Research On Demand Expression Mechanism Of Public Goods In Rural Areas Of Tonghua

Rural public goods are the basis of the development of the peasants’production activities and lives. The effective supply of rural public goods is theinternal requirement of building new rural area in socialism because it goes to thebenefit of the sustainable development of agriculture and the improvement ofpeasants’ living level. In the supply of rural public goods, we should base on thepeasants’ demands, which require us to build a reasonable expression mechanismabout the demands of rural public goods. Government cannot make correct decisionsabout the supply and enhance supply efficiency unless peasants can express their trueopinions about demands fully. Therefore it is meaningful to research the expressionmechanism about the demands of rural public goods. Based on the field research inthe rural area of Tonghua, the author deeply discusses in this paper the expressionmechanism about the demands of rural public goods in Tonghua. Firstly, the authorstates the general theories about the expression mechanism about the demands ofrural public goods. Then the paper discusses the view that the expression mechanismis crucial to realize the effective supply of rural public goods in China. Also theauthor studies the history of the development of expression mechanism about thedemands of rural public goods in different periods, such as People’s Communeperiod, Household Responsibility System period and Post-Tax Reformation period.Combined with the author’s field research in Tonghua, analyzes the existingproblems in expression mechanism about the demands of rural public goods inTonghua by using the elements which constitute such an expression mechanism. Lastbut not least, the author states the approaches about how to build and improveexpression mechanism about the demands of rural public goods in Tonghua, whichhopefully could be regarded as some contribution about the building of a reasonableexpression mechanism about the demands of rural public goods.
