With China’s rural economic and social development, the demand of the rural publicproduct is becoming increasingly strong, the demanding space of rural public service orproduct is becoming more and more huge. However, due to there are too many historyloans in China’s rural public service, although on present our country government hasincreasingly stepped up to the countryside public service supply, it still can not meet thedemand of the residents. It is nessecary and pressing that timely establishing and perfectingthe rural public service demand expression mechanism, collecting and reflecting thefarmers`demand information of public service to the government.Becouse only throughthe use of this way,we can raise the level of the farmers`happiness in enjoying publicservice, in the same time,we can advance the step of urban and rural basic public serviceequalization. This article is based on many experts’ research results, the author alsoanalyzes three classic community construction experience in Shandong Province, then theauthor put forward a compose plan to building rural community public service demandexpression mechanism. The construction of rural community public service demandexpression mechanism can meet the diverse needs of residents, can enhance a farmer toactively participate in community public service demand expression, also can influence thegovernment’s public service supply decision, so as to facilitating the implementation ofurban and rural basic public service equalization. But due to the imperfect theoreticalresearch and imperfect rural development on present, the construction of the ruralcommunity public service demand expression mechanism still face various problems, weneed more efforts to solve and refine these problem.
