Howto seek effective measures to cope with the government’s lack ofcredibility, has become the study core of scholars.Our country is in the transition period of the reform of politicalsystem, the rapid development of the perfection of social market economy,but various social contradictions and problems are also a serious threat toChina’s socialist construction and the efficient and stable operation, thecredibility of the government serious deficiencies, especially thegrass-roots government’s lack of credibility. Grass-roots governmentin our country government management occupies an important position,the basic level stability is related to the national stability, the developmentof grass-roots government is related to the healthy development of socialism construction.Based on the real situation of local government, take the social capitalas the starting point, implementing the methodology of reference analysis,compare analysis, through the macro, in view of respectively socialcapital, micro-level analysis, through the cultivation of social capital,change the present situation of government ’s lack of credibility. Thisessay will be mainly divided into six parts.The first part is the introduction, which will introduce the background,researching condition and methodology etc. The current government’slack of credibility, seriously restricting the development of thegovernment, which have been concerned by governments and scholars,have adopted the government reforms to improve the credibility of thegovernment. This paper is based on this background, undertook combingthe domestic and international about "the credibility of the government"related research situation, summarized the domestic and foreign scholarson the credibility of research scope, and elaborated strengthen grass-rootsgovernment credibility construction to our country government construction of practical significance and theoretical significance.The second part, the essay will profoundly discuss the relevant theorybetween the social capital and the government credibility. First, we willintroduce the social capital concept, and then analyze the effects of thesocial capital on the credibility of the government construction.The third part, it has analyzed the current situation of the credibilityof the grass-roots government, simultaneously analyzed the government’slack of credibility harm. China’s local government ’s lack of credibility ismainly manifested in the lack of credibility of the local governmentbehavior, the grass-roots government policy credibility absence,grass-roots government authority and the public on the loss of legitimacyof the government in question. This article mainly through the United States and local governmentcredibility construction of comparative study, analysis of the constructionof Chinese government’s credibility deficiencies, and through drawinglessons from American government reform of the government’scredibility construction experience, hope for our Upgrading Basic-LevelGovernment Credibility to provide some help.The sixth part, through to drawing lessons from the United Statesgovernment experience, combined with China’s own grassroots government construction, in the social capital perspective discusses thesolution of China’s local government ’s lack of credibility of the way.Based on the macroscopic construction of social capital, namelytraditional administrative concept, improve the system of norms,non-institutional authority construction; in view of construction of socialcapital, namely, pay attention to basic level to the development of non-government organizations, promoting non government organizationauthority; microscopic construction of social capital, namely the generaltrust culture, citizen participation in the development of the network inthe perspective of social capital, seek to the way that will solve ourcountry local government credibility.
