A Research On The Development Dilemma And Countermeasure Of Admnistrative Accountability In China

To improve the administrative accountability system is an important part of the construction of socialist democratic politics. And the thought of supervision and accountability of the classic Marxist writers is also extremely rich. In china, construction of the administrative accountability system has received wide attention from all levels of government and various circles of society after the event of SARS. With the ultimate goal of ensuring the normal operation of the government system and curbing corruption, the system is continuously being improved and innovated in practice. Currently, we are still exploring the theory about the administrative accountability system and learning from others. And we need to analysis its status and development dilemma, and try to propose targeted and workable suggestions.In this paper, we first started with the overview of administrative accountability theory, and analyzed the concepts, elements, form of liability as well as theory origin of the administrative accountability system. From the problem, experience and inspiration in the development of domestic and foreign system of administrative accountability, we examined the specific problems existing in the practice of China’s administrative accountability, including lack of the support and ethical system, and weakness of culture roots. Then, we proposed the corresponding policies and measures to promote the standardization of the construction of legal system, and to strengthen construction in the socialist accountability culture.Conclusively, the core of improving the administrative accountability system is to ensure that government officials exercise authority properly and perform their duties effectively. Therefore, performance evaluation and administrative accountability should be combined effectively to further expand the scope of the subject of accountability. The purpose of accountability is to make a warning and establish the correct guidance of public opinion but not to punish. A solid cultural foundation and a good moral atmosphere are the supports for rigid system. It is an effective way to clear and prevent the adverse effects of the official standard, individualism, hedonism thought.
