For a long time, China’s civil service management exists many problems for the reasons of the design of the civil service system, laws and regulations, political and cultural reasons. Currently, the large number of civil service, low working efficiency, and the high income been affecting the management of the civil service, such as fair, incentives, salary, promotion. It also bring out the negative impact of the social income inequality. Many wasteful government activities contrary to advocate the construction of a conservation-oriented government. Therefore, in order to improve Chinese civil service efficiency, innovative civil service performance evaluation management undoubtedly has great practical significance.This paper first defined the concept of civil service performance evaluation, analyzes the association between civil performance evaluation and performance evaluation of public sector; discusses the theory of the civil service performance evaluation management mechanism. Secondly, reviews the historical background of the china’s civil service performance evaluation, and the system design, including the links of the leadership institutions, content, tools, procedures;Introduces some measures form the local government reform of the civil service performance evaluation mechanism. Then, analyses the China’s current problems in the performance evaluation of civil servants from the two aspects of the system design and the concept of exposition; Analyze the reasons form the three aspects of the system and regulations, civil service performance evaluation, the political and cultural impact. Based on the reference to Britain, this paper analyzes the British civil service performance evaluation system design features; Then, analyses the experience and the limitations of the British civil service performance evaluation, try to find the performance evaluation for Chinese civil servants. Finally, the paper proposes to improve the management of the civil service performance evaluation countermeasures.
