In recent years, the United States has been looking for an opportunity to return to the Asia-Pacific, attempting to dominate the development of the Asia-Pacific region. Especially, in the situation that the world economic situation has undergone great changes, China is developing rapidly, posing a serious threat to the status of the US in the Asia-Pacific region. As an important economic and trade organizations of the Asia-Pacific region, the Trans-Pacific Partnership Agreement (TPP) has been developing fast, having a very important impact on the surrounding countries. Thus, taking advantage of this opportunity, the US actively promotes and leads the development of the TPP, accelerating its return to the Asia-Pacific and the establishment pace of the Asia-Pacific free trade area.In this paper, the TPP under the auspices of the U.S. is analyzed from a macro and a micro perspective respectively. Specifically, on a macro perspective, taking the strategic considerations of the US for the TPP as a starting point, the author analyzes the U.S. government’s Asia-Pacific trade policy, economic interests and strategic interests, obtaining the motives and reasons that the US joined and actively promoted the TPP. On the microscopic point of view, opportunities, challenges and the possible measures, which the US may face in the development of the TPP, are analyzed. Furthermore, the possible impacts on China are also illustrated.The author believes that, the US is attempting to achieve economic development, return to the Asia-Pacific region and contain China, by leading the TPP, where its ultimate goal is to establish the Asia-Pacific free trade zone in the Asia-Pacific region. As this may produce a series of impacts on China and other Asia-Pacific countries, we should take some measures, on which the authors also put forward the views, such as improving the national power inside and outside and changing from passive to active, for reducing the negative effects.There are five chapters in this article. In the first chapter, the background of TPP is introduced. And then, in the second chapter, the strategic consideration of the U.S. is interpreted, where the author outlines the Asia-Pacific trade policies of the U.S. and the process of the U.S. joining the TPP. Furthermore, in this chapter, the author also introduces the strategic consideration of the U.S. for joining the TPP, and illustrates the ultimate goal of the TPP dominated by the U.S., which is to build the Asia-Pacific Free Trade Area (FTAAP).In the third chapter, the opportunities and challenges that the U.S. met for promoting the development of the TPP are focused. The new rules, which are instituted by the U.S. dominated TPP, are analyzed in the fourth chapter. And, the author also puts forward her critical analysis that the establishment of the rules could not be completed overnight, and the U.S. should consider all factors. In the second part of this chapter, the influences of TPP on the economic and trade relations of the Asia-Pacific region are analyzed.The possible influences of TPP on China are predicted and analyzed, based on which the author proposes some measure that the China government should take to cope with the situation. Concretely speaking, the author points out that the China government should cope with the situation both inside and outside, where the government should improve the national power inside, and establish friendly neighborhoods outside. We can also consider joining the TPP in the future, for reducing the negative effects of TPP.
