The "Asia-Pacific Rebalancing" strategy of the United States is one of America’s most important global strategic adjustment after the Cold War. It marks US strategic center of gravity shifted eastward and the era of Asia-Pacific center has come. As of today the world’s only "superpower" and "world hegemony", the United States has not only accustomed to meddling in global affairs, acting as the world’s policeman, but alsoplayed a leadership Character in regional affairs, especially in the Asia-Pacific affairs. With the rapid rise of the emerging Asian countries such as China in this century, the world’s political and economic center of gravity is shifting to the Asia-Pacific region, the geo-strategic value of this region is becoming increasingly significant. Compared to the rise of China, the United States is gradually declining. In order to get rid of the inside and outside difficulties, and to re-boost its dominance and leadership in the Asia Pacific region, the Obama administration launched a series of Asian policies and strategies such as "Pivot to Asia", "Return to Asia-Pacific region", "Strategic shift to the East" and "Asia-Pacific Rebalancing " since the start of his presidency. The United States "Asia-Pacific rebalancing" strategy is mainly reflected in the political, military and economic facts, for these three levels:the political level is majored in outstanding performance of thediplomacy of the forward deployment, values, multilateral facts, and so-called " smart power " diplomacy; the military focus on the performance to consolidate traditional military alliances, seeking to win over a new partnership alliance; the economic aspects focus on promoting the construction of TPP broadening of membership upgrading, trying to build the US-led East Asian economic cooperation mechanism. The strategy of United States rebalancing would break the pattern of the balance of power and interests of the Asia-Pacific region, furthermore, in this region, the distortion of perception in threat and the deepening security dilemma is growing. As the United States reluctant to recognize the legitimate security needs of Chinese political and economic influence in the Asia Pacific region and to want to see China’s rise and the fait accompli of power changes in the pattern of the interests of the Asia-Pacific, for the maintenance of their own interests and strategic considerations of future prospects anxiety and confusion, the Obama administration’s "Asia-Pacific rebalancing" strategy has become one kind of overreaction of self-deception, which unwarranted overreaction to enlarge the so-called "China threat", As a result, this not only brought many pressures to China, added new uncertainty to the development of Sino-US relations. as well as bringing many negative effects and challenges to the stability, peace and development of peaceful rise of China and the Asia-Pacific region and the world, which would inevitably lead to China’s great concern andcountermeasures.In this paper, the United States proposed "Asia-Pacific rebalancing" strategy, as the entry point, it systematically analyzes the reason why the strategy produces, the track of its evolution, background, motivation, performance, content and intent. And it focus on the negative impacts which the US’ Asia-Pacific rebalancing strategy caused on Chinese external strategic environment and Sino-US relations. Besides, it provided an explicit analysis of struggle plan and countermeasures which China should take. Finally, it made an expectation on the Sino-US relations.
