“People's diplomacy” is a unique form of diplomacy in the founding period of the newly emancipated China. As a historical result of the particular political context in that period, “people's diplomacy” had played a significant role in the promotion of Sino-Japanese relations, which contributes a lot to the normalized diplomatic relations of the two countries.During that period, diplomatic activity of this newly emancipated country was constrained by the international situation caused by Cold War and the opposition between communism and capitalism, in addition to the Korea War, foreign relations of China was in a dilemma.Therefore, the “people's diplomacy " had became an important carrier of New China to carry out foreign affairs because of its unofficial or semi-official property, which made it the basic way to handle foreign affairs. It is of great significance to study the “people's diplomacy " impact in that period to Sino-Japanese relations.Firstly, this paper collated the ideological basis and the historical connotation of“people's diplomacy”.By discriminating the differences between “people's diplomacy”and civil diplomacy, it inquired the special political context. Secondly, it teased out the impact on Sino-Japanese relations through restructuring the diplomacy.Finally, it tried to summarize and draw a superficial enlightenment of the positive role and limitations that lead to the Sino-Japanese relations.The paper concludes that: " people's diplomacy ", although in this particular historical period for the development of Sino-Japanese relations, it had a certain role in the normalization of the diplomatic relations, the negative influence had been much more serious which on the constraint of the "US-Japan-Taiwan" treaty regime, lead to the hostile and insulations of Japan by meeting the needs of the conservative Japanese government to stabilize the domestic situation and balancing the interests of all parties in Japan. As a response, Chinese government could only cut off the Sino-Japanese relations completely which lead to an ideological dilemma in face of the hypocritical friendly "National Movement" campaign carried out in order to reestablish trade relations between China. Therefore, in view of the deterioration of Sino-Japanese relations cyclical phenomenon, as well as Sino-Japanese relations to improve Sino-USrelations after the rapid normalization of historical reality, the transition of“people's diplomacy” into “civilian diplomacy” is necessary. Nowadays, enhancing understanding and friendship between the two countries through non-governmental exchanges is still an essential part of the development of Sino-Japanese relations.However, to achieve a win-win Sino-Japanese relations, it is still depends on the steady growth of Chinese national strength on the deeply reflection of Japanese on historical issues.
