Situation Assessment Of Civil Service Examination System In China And The Countermeasures

The civil service examination assessment system is the indispensable part of the civil servants system, which affects the quality of civil servants and government’s administrative efficiency, and therefore, the functions of each part concerning the civil service examination system needs scientific positioning so as to ensure the civil service examination employment more scientific and fair. Through systematical review and discussion on the present problems of civil service examination assessment system, this thesis tries to provide a scientific basis to perfect our country’s present civil service examination system, and meanwhile guide the current reform of civil service recruitment examination.In the first part, the author of this thesis conducts a detailed analysis of the process of the development and the basic content of the civil service examination assessment system. In the second part, this thesis analyzes the present situation of China’s civil service examination assessment system. This part includes two steps. First, the author makes some reasonable analysis of the current evaluation goals based on the current junior civil servants competency; second, the author also analyses the validity of the current evaluation objectives and employs the multi-disciplinary theory to explore the underlying causes. In the last part, the author puts forward the countermeasures to improve and perfect China’s civil servant recruitment examination assessment system, which includes the following aspects:the scientific design of evaluation objectives based on the junior civil servants competency; improving the existing evaluation techniques to increase the evaluation validity; ameliorating the evaluation process designed to improve the efficiency of the evaluation.The improvement of the civil service examination assessment system should first pay attention to the policy, legal protection, technical support, and practice test, and only in this way can we explore a civil service examination assessment system that is in line with China’s national conditions.
