The implementation of the examination and evaluation system for local civil servants provides a systematic guarantee for optimizing the structure of local civil servants in China.Since the Eighteenth National Congress,with the continuous advancement of the comprehensive rule of law and the 13 th Five-Year Plan,China has emphasized that the political and economic work of all regions and provinces should follow their own actual development situation and regional characteristics.Under this background,taking Henan province's written examination papers from2012 to 2017 as the research sample,this paper makes a detailed analysis and exploration of the adaptability between the changes of the evaluation system of the written examination papers for local civil servants since the 18 th National Congress and the talents needed for the development of local social,political and economic reform in the new era,analyses the existing problems and causes,and puts forward corresponding suggestions to further enhance local civil servants.The validity and reliability of the evaluation index of the written examination of the selection system can improve the scientific,diversified and professional construction of local civil servants.The main body of this paper is divided into five parts.The first part defines and combs the relevant concepts and theoretical basis of the local civil servant examination and evaluation system.The civil servant examination and evaluation system in our country covers two major systems,national and local.The public subjects of written examination are "Shenlun" and "Administrative Professional Competence Test".The theoretical basis of the study is human resources management theory and new public management theory.The second part combs the background and principles of the implementation of the examination and evaluation system for local civil servants.In the third part,taking the enrollment index of Henan province's written examination papers from 2012 to 2017 as the sample,the changes of the enrollment announcement,the evaluation index of the application papers and theevaluation index of the practical examination papers are analyzed.The fourth part is based on the problems and reasons existing in the change of the sample study evaluation system.There are some problems such as unsystematic policy theory,imperfect inspection indicators and inaccurate selection of talents that can be followed in the change of the local civil servant examination evaluation system.The main reasons are the unclear number of recruits in the local evaluation system,the solidification of the content and form of the evaluation system and the new changes of the implementation background.There are three aspects of modernization.The fifth part puts forward some suggestions on accelerating the high-level promotion of the implementation system,improving the construction of the system scientifically,and innovating and optimizing the index validity of the system.
