Chinese society is now undergoing a comprehensive and complicated period of transformation. The essence of social transformation is the construction and deconstruction of the social value systems, which means the distinction of the old value system and the development of the new one. In this process, both the individual and the organization are facing the change of values, as well as the problem of whether the different values fit or not. As an important reserve capability of the national ruling body, young civil servants are key elements of the construction of high-caliber leading cadres. With more and more outstanding youth enter into the troupe of civil servants through different approaches, the management level of the government has been improved, but at the same time, some problems are also highlighted.Based on the existing research results at home and abroad, this paper, combining various methods such as questionnaire survey and personal interview to young civil servants under35years old, tries to analyze and solve problems using the fit theory of person-organization value. Some practical and innovative proposals and countermeasures are also raised in order to benefit the development of the young civil servants and to lift the scientific management level of the government. This research is a bold exploration and attempt to the human resources management of the public departments, which makes it be with practical significance.
