Research On The Expression Mechanism Of Rural Public Service Demand In China

Since the reform and opening up,China's social economy has undergone tremendous changes,and the public service sector has continued to develop.The rural public service supply has achieved gratifying results in general,which is reflected in the continuous increase in the supply of rural public services and the quality of supply.Continuous improvement has better met the basic public service needs of farmers.In our country in transition,many profound social changes have taken place.On the one hand,these changes have led to the heterogeneity and diversity of the ideology and value orientation of the peasant group,which has made the value differentiation and conflict phenomenon gradually emerge.On the other hand,the increase in demand expression channels has made farmers' demand expression content diverse.However,due to the constraints of subjective and objective factors such as capacity barriers,channel barriers and institutional barriers,the development of rural public service demand expression mechanism in China is relatively lagging behind.Allowing farmers to express the real demand for public services is a prerequisite for the effective supply of rural public services.Therefore,it is of profound theoretical and practical significance to deeply study the expression of rural public service demand and to construct and improve the rural public service demand expression mechanism.This article consists of six chapters,mainly from the following content to study the expression mechanism of rural public service demand in China:The first chapter is the introduction,which introduces the research background,the significance of the topic,the research summary at home and abroad,the research ideas,the research content and the main research methods.The second chapter is the theoretical basis of the expression mechanism of rural public service demand in China.Firstly,the article defines the core concepts of public service,rural public service and demand expression mechanism,and analyzes the three theoretical foundations of public service demand expression: public choice theory,new public service theory and service satisfaction theory.Finally,through the analysis of the development needs of the four countries of Canada,the United States,Singapore and India,this paper summarizes the implications for the development of the demand for public services in China.The third chapter is the structure of the expression mechanism of rural public service demand in China.Firstly,it tries to construct the general structure of rural public service demand expression mechanism,which mainly includes the subject,object,content,channel,integration and screening of demand expression and feedback of demand expression.Secondly,it also discusses the main factors affecting the expression of rural public service demand from four aspects: information communication channel,expressing the subject's own ability,the effectiveness of government response and rural population migration and urbanization.The fourth chapter is the analysis of the status quo and causes of the rural public service demand expression mechanism.First of all,an overview of the development of the expression of rural public service demand in China is summarized by combing the literature.Secondly,it focuses on the research and analysis of the achievements and problems of the expression of rural public service demand in China.Finally,three typical cases of the development of public service demand in Sichuan Province are listed and analyzed,and valuable development experiences are summarized for reference.The fifth chapter is the countermeasures and suggestions for constructing and perfecting the expression mechanism of rural public service demand in China.The corresponding solutions are proposed from three aspects: solving capacity obstacles,channel obstacles and institutional obstacles.The conclusion part of the paper again systematically sorts out and emphasizes the core viewpoint of this paper.
