From the perspective of humanism, the analysis of this thesis on the training management of our civil servants indicates that the fundamental cause of obscure training target, unpractical feature and unsatisfactory training quality lies in unclear training concepts. In order to strengthen its objectivity, effectiveness and scientific effect, civil servants’training should be based on humanist theory with the adherence to the principle of organization development, fulfillment of position requirements and personal development, regulating updated training principles, making reasonable learning targets, sifting out training content and choosing training methods. In the Socialist Market Economy Age, to reinforce the training of civil servants, to excavate their potentials, to perfect their personalities, to complete their characters and to improve their competence and qualities are significant in advancing social harmony. Therefore, how to build a contingent of high-quality and professional civil servants of local taxation through training is an important concern.Taking the training of civil servants of Xianyang Local Taxation Bureau as a case study, this thesis analyzes existing tough problems and their reasons and points out the improving strategies in the civil servants’training from the perspective of humanism. Currently the main problems lie in backward training concept, obscure training target, unsatisfied training efficiency and effectiveness as well as its poor quality. In order to strengthen its objectivity, effectiveness and scientific effect, civil servants’ training should be based on humanist theory with the adherence to people orientation, putting emphasis on fostering personality and competence, making reasonable learning targets, updating the impartment of knowledge in the process of cultivating personality and competence, solving the problems in reform with various methods such as action theory etc.This thesis consists of four parts:The first chapter explicates the background, the significance, the researching methodology and the creativity of this topic. The second chapter states and combs the general situation of civil servants" training research at home and abroad, working as theory preparation. The third analyzes the current situation of civil servants’ training taking Xianyang Local Taxation Bureau as an example to find out the existing problems and their reasons. Based on the above-mentioned problems, the fourth chapter elaborates solving thoughts and methods so as to find out reasonable solutions to civil servants’ training with the adjustment in training theories, targets, content and methods etc.
