The Improving Research Of Social Aging-Care Service System In Jilin

China has become an aging society ever since21stcentury. In order to dealing withchallenges exist in the aging society, Chinese central government gives the priority to developaging service industry and writes this priority into the “12thFive-Year National Plan”.Chinese elderly population has reached185million, accounting to13.7%of the wholepopulation at the end of2011. China has the largest elderly population and it increases veryfast. Under this background, it is very important to do research on aging development trendand regulation as well as social and economic development. Moreover, it is inevitable to builda social aging-care service system which is adapted to the current situation of Jilin provinceand will fulfill requirement on future economic and social development.In December,2011, the State Council issued a plan called Construction Plan on SocialAging-Care Service System (2011to2015). It said clearly that Chinese social aging-careservice system including home care, community care and organization care.[1]However,government only mentioned the basic contents in developing social aging-care service systemin this construction plan. Thus system should be included more contents as well asmanagement rules. Therefore, in this paper, the author thinks that Chinese government shouldestablish “Three Plus One” model. That means after-death service should be added to thissystem during the “12thFive-Year”.In this paper, the author pays attention on research of improving social aging-careservice system under the “Three Plus One” model in Jilin province. Even though there havebeen great development outcomes on home care, community care and organization care inJilin, yet there are still some disadvantages and problems exit in that system. Therefore, theauthor does research on every parts of the system. She presents their current situation,analyzes problems and then points out solutions.The first part of this paper points out the background, meanings of the study, researchmethods and innovations of this paper. The second part presents current situation of socialaging-care service system. At first it is the introduction of home care and community careservice both in city and rural areas. Then it is the introduction of organization care. The thirdpart of the paper shows current problems exit in this social aging-care service systemincluding issues of home care and community care service and organization care. In addition,it shows the extensional problems in that system. The fourth part of the paper talks aboutsome valuable suggestions. In this part, the author points out advices for home care,community care and organization care. Moreover, the author also adds some expandedadvices according to her general idea on improving social aging-care service system to the suggestion part. In the fifth part, the author gives final conclusion. The final part points outthe shortage and the efforts of the future direction.
