Government performance management system can focus on the objectives of theGovernment’s work, combine with the construction of government offices’ effectiveness,adapt scientific performance measurement indicator system, help the governmentmanagement department to build a comprehensive performance management platform whichis efficient, accurate and scientific.It’s also be useful to evaluate the performance of thegovernment,the functional departments, the public servants for their implementation of policy,work and public satisfaction from the multi-level and multi-angle, which may enhance andimprove the government’s performance management system for us Service-Orientedgovernment under the harmonious society. From the above, it is very necessary to establish ascientific government performance management system.In this thesis, we aim at the current problems of the government performancemanagement system and assessment methods and try to do research as the following steps.First, this thesis use the Principal Component Analysis method to determine a key indicatorsystem for comprehensive evaluation. Then this thesis make the raw performance datanon-dimensional according to the difference of the data type or the department. After that theindicators’ initial weights are laid out by using the modified principle of Analytic HierarchyProcess(AHP).Then they are further readjusted with the entropy value method. Afterwards,this thesis can build an integrated government performance evaluation model combining thecomputed standard indicators and their weights to make comprehensive assessments for thegovernment or departments. The results can reflect the performance differences betweengovernment or different departments. They can also show the discrepancy in different stagesof the government or different departments. Entire or partial advice on development for thegovernment or departments can be given to supervise and urge them to mend the managementmethod so as to improve government performance.Finally, this thesis present the realization of government performance managementsystem, hardware deployment and system security design, which provides reference to buildthe scientific and comprehensive performance management system for the government.
