The Research On Existing Problems And Countermeasures Of China’s Rural Public Services

Under the background of the party central committee putting forward the slogan of "building the new socialist countryside" and "building a harmonious socialist society,"three issues in agriculture" have become important problems related with national interest, people’s livelihood and social harmony. Development of countryside is closely related with its level of public service. As main provider of rural public service, government should be responsibility for providing high-quality and effective public service. However, the "urban and rural dual structure" in China widens the gap between town and countryside generally. Public service in countryside is much worse than that in town and there are many problems. As a result, to do some research of rural public service from the perspective of government responsibility, to put forward advices for improving and strengthening rural public service and to build urban and rural public service provision mechanism is significant in narrowing the gap between town and countryside and solving "three issues in agriculture".This paper firstly defines the relevant concepts. The author explains theories about public services provision and practical meaning of strengthening and improving rural public service, which lays a foundation for the whole article.Secondly the paper analyses problems exist in rural public service in China and concludes that insufficient supply, unbalanced supply and demand structure, single supply channels, high supply cost and so on are main problems in our rural public service.Thirdly, the paper analyses reasons of the above problems from consciousness, system, mechanism, the quality of public servants and some other aspects. In the view of consciousness, some public servants get misunderstanding and have weak service consciousness. In the view of system, administrative reformation moves slowly and fiscal systems are still unreasonable. In the view of mechanism, public service evaluation mechanism is defective, liability scheme is imperfect and citizens and social organizations participate insufficiently. In the view of public servants team construction, quality of public servants in local government and appraisal system still need to be improved. Finally, this paper discusses countermeasures to improve rural public service. F irstly, change our mind; secondly, accelerate the transformation of government fun ctions; thirdly, improve methods of rural public service; fourthly strengthen financi al support; fifthly improve the quality of public servants; sixthly perfect performan ce appraisal system; seventhly, improve social security system in countryside; eighth ly, extend democracy at the grassroots level in countryside, and perfect farmer par ticipation mechanism.
