Study On Government Responsibility Of Public Service Outsourcing In China

Since the 1980 s,marketization of public service has become an important content of government administration reform,public service outsourcing has become a new mode of the supply of public services.Reducing the cost of the supply of public services and improving the efficiency and quality of public service supply through outsourcing of public service become western governments public service responsibility target in this time.However,the outsourcing of public service is not a "one-way process" to the market,and the efficiency is the outsourcing of public service requirements but not the target,while government excessive pursuit of public service outsourcing efficiency leads to the phenomenon of public service quality declining,public satisfaction declining and the cost of public service outsourcing rising.Realizing the efficiency and equity balance of public service outsourcing,and choosing the outsourcing of public service and the "reverse outsourcing" two-way mode,has become the main responsibility for Western governments in the new period.Public service outsourcing in China started relatively late,and the first time to enter the field of practice in 1998,and mainly concentrated in the infrastructure construction,environmental protection,waste disposal,municipal health,and community endowment of quasi public service field.Through the outsourcing of public service,the government realizes the public service supply target responsibility to a certain extent: government has improved the quality and efficiency of public service supply and met public demand diversification.However,China's public service outsourcing practice still exits many problems: In the process and implementation of government outsourcing contract making,there is power rent-seeking and corruption;the laws and regulations of public service outsourcing is not perfect;the competitive environment of outsourcing is not mature;the development of non-profit organizations is not perfect and so on.The main reason for China's public service outsourcing problem includes two factors: the government's public service outsourcing content of responsibility is not clear,and the responsibility of implementation is not in place.Exactly defining government's responsibility in the outsourcing of public service content,and adopting measures to promote the responsible government outsourcing is now an important content of enhancing the quality and efficiency of China's public service outsourcing.This article is divided into five parts: the first part is the frontier: a literature review was conducted to realize the research background and significance of the study and public service outsourcing of China's public service outsourcing development course and the responsibility of the government,and elaborates the research methods and research framework.The second part is about the theoretical pedigree of the responsibility of the government public service outsourcing in the outsourcing of public service,including the definition of the concept,the main contents of the outsourcing of public service of government responsibility,which lays the foundation for further analysis of the problem.The third part expounds the responsibility and Present situation of the government of China's public service outsourcing and analyzes the causes of the dilemma;and points out the main difficulties in the responsibility of the current government public service outsourcing: contract operation mechanism is not perfect;laws and regulations are not sound;competitive market environment is not mature and so on.And it analyses the plight of the government responsibility including politics,economy,culture,environment and government itself reason.The fourth part for reference study: firstly,this paper analyze British "the citizens charter",and the government's public service outsourcing must strengthen the supervision responsibility;secondly American "reverse outsourcing" forces the government to reconsider the outsourcing of public service target responsibility.The fifth part is the countermeasure study: according to the third chapter analysis of government responsibility on the plight and reason,this article puts forward some countermeasures.
