| The urban minimum living standards is the core content of the system ofsubsistence allowances for urban residents.Analysis on two aspects of supply anddemand: on the one hand, if the security standards were too low, it cannot meet thebasic needs of the residents;on the other hand, if the security standards were too high, itwould put a burden on public finances.In order to strike a balance between marketefficiency and social equity,we should make scientific and reasonable securitystandards.The policy states that the urban minimum living standards should not be less thanlast year’s local minimum wage40%.Only refers a fixed rate to set and adjust securitystandards, We doubt that whether the adjustment of the minimum living standard isscientific.This paper uses the expanded linear expenditure model (ELES) to test the urbanminimum living standards in Hangzhou. Based on the security level, we calculate thesubsistence standards, basic security standards and the development standards.Bycomparing the three guarantee standards with actual security standard, we conclude thatthe current safety standard in Hangzhou is low,only meet the basic survival needs oflow-income families. And by comparing with the annual food expenditures per capita ofurban residents and the per capita annual disposable income of urban residents, thecurrent security standard is too low. Security standards should be gradually shifted fromsubsistence standards to the basic standards and to the development standards, radicallylift families out of poverty, share the results of social-economic development of the city.This paper consists of five parts: the first part describes the background, meaning,and the research results about the minimum living standard. The second part introducesthe concept associated with minimum living standards. Including poverty, social aid, theminimum living standard security system, the minimum living standard and somerelated theories. The third part,Analysis the minimum living security system and itsstandards as well as the adjusting methods.Part four, establishing the model to test thethree academic standards(subsistence standards, basic security standards, thedevelopment standards), and compare it with the actual security standards,analysis anddraw relevant conclusions. Part v, analysis whether the financial supply the minimumliving standard with adequate funds.Theoretically,there are sufficient financial resources can be used to support the efficient operation of the system, but in fact less financialfunds for subsistence.Part VI,give some relevant policy recommendations to the urbanminimum living standards in Hangzhou City. |
