The township government,the lowest level in terms of China's government administrative system,boasts the most direct,intimate and extensive contact with the masses,when compared with governments at other levels.It serves as the bridge connecting the masses and government in communications and exchanges of ideas.Meanwhile,it also functions to manage the local public affairs.However,the functions of government have not been utilized in an effective manner due to some existing problems of the government agencies,especially the human resources management.When it comes to the human resources management,the government at the township level fails in its application and falls shortage of activity,innovation and initiative.In response to meet the needs of the time and to upgrade the level of management,township governments should attach more importance to strengthen the human resources management so as to build a group of leading cadres of high quality and play a better role for the masses.As one of the biggest towns and counties in central Hunan Province,Taohuajiang Town,populated with a large number of residents,is representative and extensive in terms of the characteristics and ways in managing human resources of the government agencies.Some good references can be drawn from the in-depth research on the current situation and existing problems of Taohuajiang Town in the aspect of human resources management,which can be applied to governments at other tiers.Considering the current situation of human resources management at home and abroad and some theories in this area,this paper tries to analyse the issues concerning the human resources management of government agencies in Taohuajiang Town and the reason why these issues occurred based on the features of human resources management in government agencies and current situation of Taohuajiang Town in terms of the basic picture of the human resources management and government agencies.By doing so,the issue of human resources management can be thoroughly addressed in an objective way so as to provide proper suggestions and ideas in developing the Town,such as raising awareness,optimizing the structure,perfecting the examination mechanism,perfecting the incentive mechanism,and innovating the development system.
