The Research On Shenyang Local Tax Inspection Department Performance Management

With China’s political and economic system reform developing, the government performance management, which emphasizes the results-oriented and service demand of the public for public response, has become an important means by which the government allocates resources and improves the response of the government, so it attracts more and more attention of different departments. In order to make the inspection function effectively, tax auditing organs, because of its special function, should also consider the introduction of performance management. The paper starts with the concept of tax audit and performance management, introduces the present research situation of performance management at home and abroad. Then the inspection system of Shenyang city tax the current status of performance management is introduced and the problems are analyzed. Lastly, according to the characteristics of the tax inspection department, it puts forward suggestions on optimizing the performance management and tries to provide guarantee for the implement of effective performance management in tax inspection department from the system, personnel, technology and other aspects.This paper not only finds out the research ideas and some useful methods by studying a large number of reference and related information using the method of literature review and causality analysis and comes up with corresponding countermeasure and proposal, but also the influence of many factors and the existing problems from the outside to the inside by developing causal analysis and it also finds out the effective performance management methods which are applicable to the study. In order to improve the work efficiency of the tax inspection departments and optimize the allocation of human resources, this paper tries to provide an effective management method to improve the enthusiasm of the departments and audit staff.
