Along with the development of economic globalization and the coming of the information age, to the fierce competition in the market at home and abroad brought many difficulties to companies around the world, the performance appraisal in human resource management occupies the important position. Because most of the business entity of performance evaluation system lacks the system, in-depth knowledge and understanding, from concept to detailed design to the final implementation, lack of understanding of theory, system, science, the unit’s performance appraisal work did not achieve satisfactory results, many units feel puzzled to this question.This paper is the research object of the Northeast Air Traffic Management Bureau performance appraisal system, analyzes the existing the Northeast Air Traffic Management Bureau existing performance evaluation system main existing problems, main show no definite evaluation purpose, single assessment methods, assessment results not timely feedback to be assessed and not make full use of assessment results, etc. affected the Northeast Air Traffic Management Bureau human resource management efficiency and comprehensive development strategy of the organization.The Northeast Air Traffic Management Bureau as a service to guarantee the safety of air traffic air traffic management institutions, improve the level of safe operation, ensure flight safety, always is their tireless pursuit of the goal. Along with the continuously push forward the construction of civil aviation safety management system (SMS), the Northeast Air Traffic Management Bureau has put safety performance management work put on the agenda, how to use modern performance evaluation theory, combined with the actual situation of the unit, the establishment of a set of scientific, comprehensive and effective performance evaluation methods become the Northeast Air Traffic Management Bureau urgent need to address the problem.On the analysis of the existing problems, based on the use of modern human resources management science, the Northeast Air Traffic Management Bureau according to the actual situation of the human resource management, advanced performance evaluation design theory and method, study and to establish a modern market economy development of performance evaluation methods.In the performance evaluation system design process, the use of target management method to unit strategy target layers of decomposition, the use of balanced scorecard and key performance indicators and evaluation methods for the nature of the work of different departments and different levels of personnel were designed with suitable performance evaluation methods, and explore inspection result feedback problems, will eventually evaluation results to take the corresponding effective measures.
