Population migration and urbanization have been hot issues ofgeography research for a long period of time. In recent years, in theprocess of urban expansion, a series of contradictions and problemshave produced because of less considering of farmers’ desire, whichhave become the urgent peasant problem to be solved now in China.Therefore in the report of the18th party congress, it is proposed thatland expropriation system should be reformed to enhance farmers’distribution proportion of land increment income, which is the firsttime that the content of land expropriation system reform is written inthe report of the party congress. Along with the integrity of Chinesemarket condition and the increasing of peasants’ independence,whether farmers are willing to live in villages or move to cities willinfluence the process of Chinese urbanization directly. In theresearch process of farmers’ migration which can push urbanization,the government and scholars propose related policies and measuresonly from the macro level. However, this paper is based on peasantswho are the micro subjects, and the research object of this paper is atown.The main research questions are: what are the proportion of thepeasants who are not willing to move and its reasons like in Gantingtown? What influences can be produced to the peasants’ lives after the peasants lose earth? What is the current compensation standardof the government, and what is the difference between it and thepeasants’ desire? How does the government establish settlementprogram to improve the local peasants’ voluntary to move? Thepurpose of this research is to improve the Ganting peasants’voluntary to move, speed up the step of non-agriculture of agriculturalpopulation and improve the urbanization level. In the landexpropriation process, compared to the government, it is obvious thatthe peasants belong to weak members. Based on the deepunderstanding of the peasants’ migratory wills and actions, sometargeted policies and suggestions are proposed, which are valuableto the policy-making of Linfen city.In order to understand the situation of the farmers’ migratorydesire in the industrial park construction process in Ganting town, sixvillages of Ganting town are chosen to do the questionnaire. Based onthe data of the questionnaire, the procedure of the peasants’migration, migratory policies influencing factors and the influences tothe peasants’ lives after the migration are analyzed. Binary logisticmodel is constructed to analyze the influencing factors of thepeasants’ migration. Through the analysis, the factors which makeGanting peasants not want to move are as follows: urban housingsystem, social security system, farmland system, land requisitionsystem, age, family size, marriageable men and agricultural incomelevel. The factors which push Ganting peasants move are as follows:income gap between urban and rural, employment opportunities inthe city, urban civilization, rural factors, educational level, school-agechildren and total income level. The influencing factors of thepeasants’ migration willing are listed below from strong to weak: thesatisfaction degree of compensation and settlement, familyagricultural income, main family and re-employment potential. Ganting peasants’ dissatisfaction to the compensation andsettlement are mainly reflected in the following aspects: theconstruction type of settlement housing, the compensation standardof land expropriated, undertaking the fee of the related certificates ofthe new house and the bad behaviors of the staff. It is necessary tosolve the employment problems after losing the earth, the feecompensation problems in using the settlement houses (propertymanagement fee, heating fee and water fee) and sharingcorresponding social security for the peasants. Improving thepeasants’ willingness are developed from the following four aspects:firstly, provide various compensation and settlement models;secondly, improve the corresponding compensation standard to solvethe peasants’ difficulties; thirdly, bring the peasants losing earth intothe scope of social security; fourthly, enforce the administration tothe inappropriate behaviors of the government.
