In today’s world of rapid economic development, economic globalization hasbeen overwhelming. The high-tech industries such as information technology hasbeen walking in the forefront of the times, which led to the era of the knowledgeeconomy. In this day and age, knowledge is known as a sustainable, globalization isno longer scarce resources, it has begun to become a new core strategic resourcesinstead of traditional resources, knowledge management theory is in this context andthe rise of the. At present, the Chinese and foreign enterprises have noticed theimportance of knowledge resources, and guidance to improve their corecompetitiveness and knowledge management theory.-Governmental organizations inthis era of rapid economic development, the need for knowledge management toenhance the value of their own, to improve work efficiency, and enhance the cohesionbetween government organizations and enhance credibility. In order to betterimplement knowledge management, government organizations, the first thing to do isto re-build an organizational culture, it has great significance for the effectiveimplementation of knowledge management.Of government knowledge management and governmental organizations andcultural meaning, characteristics, principles, functions, and so on in-depth research,read a lot of literature, analysis of related theory and comprehensive exposition.Organizational culture is an important factor in the implementation of knowledgemanagement success, it can directly affect the government fully implementknowledge management theory as well as the results achieved in the course ofpractice. This article focuses on the cultural construction in recent years ofgovernmental organizations, and standing on the perspective of knowledgemanagement down to examine governmental organizations and cultural constructionprocess, found that there are a lot of inadequacies, for example, the lack of core values,the traditional bureaucratic system the negative impact of inefficient governmentadministration problems. Information technology developed, high-speed developmentof high-tech industries in the society, the lack of knowledge is equivalent to the lackof core competitiveness, it can not compete with the developed countries in the world. Shows that occupy more excellent knowledge resources has become a global theme,these problems will become the core problem of the transition of governmentfunctions in the new era, the key issues.In this paper, the method of document analysis and comparative studies, the useof the the normative analysis method to writing. In the context of knowledgemanagement, combing and summed up the lack of government organizations in theprocess of building organizational culture need to build the culture of governmentorganizations in today and its countermeasures. This article build-governmentalorganizations and cultural focus its direction more prominent for the correct guide tohelp build the culture of government organizations, so that it can quickly transformgovernment functions, improve work efficiency, and better serve the community andthe people providing some guiding significance.
