With the construction of new rural communities in Wenzhou’s urban and rural areas, community workers have become the main force in the community development and construction. Various social talents are chose to work in community. They become new urban and rural community workers in many local governments, township and neighborhood offices of Wenzhou. Administrative cadres, career cadres and village (neighborhood) cadres in the community are different from the fully autonomous village (neighborhood) cadres and civil servants special groups. The research about this aspect is rare in China now. In addition, the extremely different situation between China and other foreign countries decides that our use for reference of the relevant experience from them is very limited in terms of the management mechanism of communal social workers. Coupled with the huge differences in national conditions, community workers, management mechanism, we draw on relevant experience abroad is very limited. Requirements should be based on the actual situation of the domestic and in-depth research of new urban and rural community workers modern management mechanism, especially the core content management incentives. The first purpose of this article is to get a general understanding about Community workers Management. The second purpose of this paper is to putting forward countermeasures and suggestions about improving the incentives of the new community workers in urban and rural areas. This paper is based on the100new community workers in urban and rural areas, with two-factor theory and the hierarchy of needs as incentives basic theory. In short, this paper is very important for clear guidance on the meaning of community work.
