Viewing The Government Integrity From"Three Public Consumption" Problem

"Three public consumption", is the consumption which refers to the government personnel going abroad (border), the purchase and running of official vehicles, and official reception. As a part of the government administrative expenditure,"Three public consumption" maintains the burden of administrative costs for government’s operating. As China’s economic strength has been enhanced in recent years,"three public consumption" expenditure of governments at all levels is growing higher. Not only easy to breed corruption, but also to damage the image of government seriously and affect its integrity.Government integrity is at the core of the social credit system, which takes an important condition for the functions of government. Dishonesty will not only weaken the government administrative capacity and damage the image of the government, but also trigger a series of social problems. On the contrary, the better reputation does the government have, the easier to win public support.This paper takes series of "three public consumption" in the past two years for cases, which pointed out the standards, amount, concealment and corruption problems in a practical level, and its harm to government integrity. As lack of effective regulation of power, the role of "economic man", information asymmetry, unscientific system design, and unsound supervision mechanism, this paper analysis the causes for lack of integrity. It believes that strengthening the construction of government integrity is necessary to curb the expansion trend of "three public consumption" and achieve the positive interaction of the government and the public. Based on the regulation of the government power, combining with China’s national conditions, this paper proposes that "three public consumption" should strengthen the legal system, make law, follow the law, strengthen the institutional constraints of the budget, civil servants and integrity evaluation; make greater efforts for government information publicity, detail "three public consumption" information, expand the open range; transform government functions, improve the efficiency, reduce the administrative costs; supervisery mechanism should strengthen internal supervision and integrate existing monitoring force, increase efforts to combat corruption; in accountability aspect, accountability measures should be perfect with the "three public consumption" and improve violation costs.
