The Research On The Institutional Pension Mode Of The Central State Organs Retired Personnel

The central state organs are existing retired personnel56000people, among them: retired with honors personnel10000people, retired personnel46000people, the average age of the retired personnel is71.3years. After the government institutional reform in1998, the retired personnel shows growth, each year about1000to1500people retired, and with6%of the growth, the aging trend is clear.As a special part of the aging population in China, the retired personnel team of the central state organs is undergoing profound changes, retired with honors cadres as a whole is entering the "double high period"(high age, high incidence of disease), the old age number of the retired personnel is increasing, empty nest families gradually increased, as the children go abroad or off-site employment and other reasons, the proportion of elderly couple families have been close to30%of the retired personnel. In the next10to20years,"empty nest family" will become the major form of family, proportion is likely to reach more than70%. Visible, with the development of the aging of the population, people who are old, empty nest, living alone and living half to take care of themselves, completely unable to take care of themselves are more and more, institutional pension demand will become even more urgent.In this article, we through the research of the State Ministry of Civil Affairs Social Welfare and Charity Promotion Department, the SASAC (mechanical), the Ministry of State Security, the Ministry of Land and Resources, the Ministry of Agriculture and other ministries retired cadres bureau, the SARFT Government Offices Administration and the Beijing Municipal Civil Affairs Bureau Office on Aging, Haidian District Civil Affairs Bureau, visited the first and the fifth social welfare institute of Beijing, Huichen, Dongyue, Xiangshan, Xiying, Yaoyang Internation, Taiyangcheng yinling, Yanda Internation old age apartments etc, and Beijing Shoushan fuhai pension service center, Jimengyuan elderly paradise, sent a letter to each unit of the third collaboration group, discussed with old comrades of the ministries and agencies and conducted a questionnaire survey, etc, completed the study on the basis of analyzing and studying the policies and development status,etc, of institutions endowment.This article reviewed and analyzed the welfare pluralism theory, the multi-pillar pension theory and Maslow’s hierarchy of needs theory, through the analysis of the current situation of institutional pension, the research of retired personnel of the third collaborative group of the central state organs, the retired fund management, analysed the main factors affecting the retired personnel endowment way, the basic requirements of the pension agency of the retired personnel, the vision of the central state organs retired personnel than participates in the pension agency as well as current problems. Through the analysis of national and Beijing institution endowment policy, summing up the existing practice of the third member of the collaborative group units, combined with the characteristics of the central state organs retired personnel, put forward "Spend money on service", state-run public-owned, state-run privately-owned, privately-run privately-owned such as institutional pension development mode. It proposed to establish the central state organs institutional pension base, vigorously develop senior housing, improve retirees’pensions protection mechanism, study and establish a special subsidy system such as suggestions and measures.
