Retired cadres is a special group of elderly population in our country, they played an important role in the great journey of creating and defending, constructing new China. Our party and government attaches great importance to the work of retired cadres, emphasizing the retired cadres is the valuable wealth of the party and state, our party’s important ruling resources, an important political power on the road of building a moderately prosperous society in all respects, we should do a good job in the work of retired cadres.With the aggravation of aging society in our country, retired personnel quantity increasing, retired cadres into the "double high" (old age, high incidence period), "empty nest",living alone, life difficult from retired cadres proportion is more and more.At the same time, retired cadres demand for pension services, health care and spiritual consolation is more prominent, however closed, decentralized units pension model has been unable to meet the needs of retired cadres.In last few years, the voice of the establishment of the personalized old-age security system is becoming stronger and stronger.In this paper, by analyzing the domestic and foreign public officials old-age security research present situation, explains the meaning of the terms of the retired cadres, retired cadres, pension security, the central state organs of old-age security and other terms,by using the theory of social security, multiple welfare theory and Maslow’s need hierarchy theory, analysising of the present situation of retired cadres, the existence question and the reasons of these problems, this paper also introduces the present situation of the pension security of foreign public officials and experiences for reference, and puts forward the relevant suggestions and measures from four aspects: the perfection of laws and regulations and safeguard mechanisms, the establishment of a multi-level old-age security system, improve the level of the central state organs of retired cadres and social management, the establishment of government purchase service system...
