The Research On Territorial Service Management Mode Of The Central State Organs Retired Cadres

The cadre retirement system has been implemented for32years since itestablished in1982. In the background of continuous rising trend of the agingpopulation and the central state organs administrative system reform background, theexisting endowment mode is difficult to continue and cannot meet the needs of retireewith many current situation and problems as follows: the central state organs retiredcadres face deep changes of internal structure, diversification of life style, identicalcity different treatment, and repulsive emotional problems while accepting thecommunity services, etc. As there’s no change in the Party and national retired cadrespolicy, social reform is facing too much resistance, we must explore a more feasiblereform mode. Based on analysis of the endowment mode and retired cadres ServiceManagement Mode, this article reviewed and analyzed Maslow’s hierarchy of needstheory, government process reengineering theory, social emboldens theory, thegreatest common divisor rule theory.It pointed out the central state organs retired cadres territorial servicemanagement is the reform plan acceptable to all parties through analyzing of theMinistry of land and resources on behalf of the central state organs and units ofservice management on it’s content, characteristics and existing problems, visiting tothe central state organ work, retired cadres from the Department of Beijing CityBureau of retired veteran cadres, Veteran Cadres Bureau of Beijing District, BeijingCity, Beijing City, the community old-age care institutions, and discussing withretired cadres through interviews, seminars and other methods.The key of the reformis to redefine the responsibility of Party committee, government, family, unit, andindividual in retired cadres service management. To establish the territorial servicemanagement mode of the central state organs retired cadres, it has to be divided intotwo steps: the first step is services and facilities sharing between the central stateorgans and retired cadres in Beijing city; the second step is the overall transferring ofthe central state organs retired cadres to Beijing veteran cadre system and puttingforward the countermeasure and suggestion respectively.
